REV A · 2026RCS TRAFFIC ENGINEERING ● REBECA C. SOLOMON, PROFESSIONAL ENGINEER
The best signal timing is the kind nobody notices.
RCS Traffic Engineering is the practice of Rebeca C. Solomon, PE — a traffic engineer who specializes in traffic signals: designing them, timing them, and getting them approved and built. Trained in California, based in Georgia, obsessive about intersections.
Services
SCOPE OF WORK-
01
PS&E · PLAN SETS
Traffic Signal Design
New signal installations and modifications of existing ones — phasing, detection, signal heads, poles and mast arms, conduit and wiring — delivered as plan sets ready for agency review and construction.
-
02
RETIMING · CORRIDORS
Signal Timing & Coordination
Retiming studies, corridor coordination, and cycle/split/offset optimization. Less delay, shorter queues, fewer red-light arrivals — measurable before-and-after results.
-
03
MUTCD · ICE
Signal Warrant Analysis
MUTCD warrant evaluations that tell you honestly whether an intersection needs a signal — and document the case for the agency when it does.
-
04
TIA · DEVELOPMENT
Traffic Studies
Traffic impact analyses for development projects: trip generation, distribution, intersection operations, and mitigation recommendations that reviewing agencies accept.
-
05
QA/QC · TURN-ON
Plan Review & Construction Support
QA/QC review of signal plans, responses to RFIs, punch walks, and signal turn-on support — a second set of experienced eyes before and after the contractor mobilizes.
-
06
APS · PHB · RRFB
Pedestrian & Accessibility Upgrades
Accessible pedestrian signals, pedestrian hybrid beacons, RRFBs, and school-zone treatments — intersections that work for everyone who crosses them, not just the cars.
Experience
R.C. SOLOMON, PERebeca grew up in Sacramento, California, and earned her B.S. in Civil Engineering at Sacramento State University — in a capital city that happens to be a live textbook of signalized corridors, freeway interchanges, and grid streets.
Years of traffic engineering practice later, her specialty is the discipline most drivers never think about and every driver depends on: the traffic signal. Warrants, phasing, detection, timing, coordination — from the first count sheet to the night the intersection goes live.
Today she runs RCS Traffic Engineering from Georgia, working with agencies, developers, and fellow engineers who want signal work done carefully the first time.
